what i do is:
1. wash my hair.
2. blow dry it until it is damp, but make sure it is still wet enough.
3. then i put suave sculpting gell mega hold in my hair %26amp;%26amp; scruch it.
it works really well %26amp;%26amp; makes your waves stay in for hours, don't use hairspray i tried that %26amp;%26amp; it didn't stay.
it gives you the wet look you are looking for %26amp;%26amp; it stays in overnight, because sometimes i sleep on it. also with this gell you can do different hairstyles. it gives you directions on the back of the bottle.
hoped that helped.=]

That look is almost impossible to get--but two tips I might give would be to occasionally curl your hair and use Sunsilk de-frizz, which you can find at Walgreens. Use a hair gel/after conditioner. This is probably the best way to get your hair to look like that.
